Error description

• When performing builds in IBM Rational ClearCase dynamic views,
  the omake tool does not explicitly close VOB databases on exit.
  Under some circumstances, this can cause the database server
  processes to appear active when they are actually idle. When
  this happens, there is an increased risk of lock manager errors
  on Windows VOB servers.
  

Local fix

• Decrease the TCP KeepaliveTime on the servers from the default
  of 2 hours to 15 minutes. This will mitigate the issue to some
  extent
