Error description
In certain circumstances a ClusterManager class restart action will unnecessarily wait an extended time with the ODC tree locked for server restart status. This wait is blocking other threads threads that need to update the ODC tree. So, the restart behavior needs to be moved into a separate thread so the trigger events can return and unlock the ODC tree while the restart action waits for the restart completion.

Problem conclusion
Moved the restart behavior into a separate thread so it can unlock the ODC tree immediately after a request. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.16 and 9.0.5.0.
