Error description

• The Pub/Sub daemon terminates with CSQT807I if a message
  containing invalid data in the MQMD is published.
  
  The CHIN log shows the following messages:

   Task has stopped
  +CSQT981E ME2T CSQXDPSC Distributed Pub/Sub disabled
   whilst in a Pub/Sub cluster
  +CSQT976I ME2T CSQXDPSC Distributed Pub/Sub Command

  +CSQT976I ME2T CSQXDPSC Distributed Pub/Sub Fan Out
   Task has stopped

  * PROBLEM DESCRIPTION: CSQT976I is issued to report the        *
  *                      termination of the 'Distributed Pub/Sub *
  *                      Publish Task'.                          *
  *                      CSQX053E is also issued to report the   *
  *                      capture of an FFST in the CSQSNAP       *
  *                      dataset.                                *
  *                      The FFST indicates the error occurred   *
  *                      in psiReceivePublications.              *
  *                      Following the error publications from   *
  *                      remote queue managers are not delivered *
  *                      to local subscribers.                   *
  ****************************************************************
  A message with an invalid priority was published to a topic on a
  remote queue manager in the distributed pub/sub network.
  A proxy subscription for the topic existed at the remote queue
  manager, causing the publication to be sent to the local queue
  manager.
  psiReceivePublications got the publication message and delivered
  it to any local subscribers for the topic, however the invalid
  priority caused this publish activity to return MQCC_WARNING
  and MQRC_PRIORITY_EXCEEDS_MAXIMUM (2049).
  psiReceivePublications does not expect this warning return code,
  leading to it capturing the FFST and terminating prematurely.
  

Problem conclusion

• psiReceivePublications is changed to handle
  MQRC_PRIORITY_EXCEEDS_MAXIMUM (MQRC2049) when republishing a
  message from a remote publisher to local subscribers.
