Problem conclusion
The migration tool was looking for any policy set attachment files that referenced the general bindings file and if no policy attachments files were found, it was throwing the NoItemFoundException. Since it is normal to not have any policy attachment files which reference general bindings, the migration tool code was modified to not throw the NoItemFoundException when migrating policy set general bindings. The fix for this APAR is currently targeted for inclusion in fix pack 9.0.0.10.
