Error description

• Endpoint server does not resume sending heartbeat when a new
  servant region come up.

  On z/OS, if an endpoint server is configured with 1 server
  instance, when that instance is down and a new instance is
  started, the endpoint server stops sending heart beat message.
  

Problem conclusion

• The runtime code has been updated to manage heart beat
  commnunication based on the status of the server Control
  Region (CR).  As long as the CR is up, the heartbeat will
  continue. WebSphere Application Server will queue all work
  requests until there is a Servant Region to process the work.
  The fix for this APAR is currently targeted for inclusion in
  fixpack 8.0.0.4. Please refer to the Recommended Updates page
