Error description

• Admin commands for OSGi applications do not always close all of
  the files that they opened in the expandedBundles directory
  under the profile resulting in an accumulation of both open
  file descriptors and files.

  Several parts of the code that perform configuration steps for
  OSGi applications were not explicitly closing all the input
  and output streams that they opened.  Since the file
  descriptors remained open, subsequent actions to delete the
  files failed.
  

Problem conclusion

• The code that performs configuration steps for OSGi
  applications was modified so that all opened input and output
  streams were closed correctly.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.9.  Please refer to the Recommended Updates
