Error description

• Enhancement : for FORMAT VARIABLE, HPU should provide an option
  to allow generating fixed blocked records (RECFM=FB) when the
  generated records contains only fixed length fields.
  
  New value has been added to ULOPTNS :
  FMT_VAR_FB_IF_FIXED for FORMAT VARIABLE only:
  When specified, changes the default RECFM of the output dataset
  to FB instead of VB when the output record has a fixed length
  (contains only fixed length fields).
