  * PROBLEM DESCRIPTION: In some cases logger exit is called     *
  *                      several times for initialization.       *
  *                      If logger exit is called more than 2    *
  *                      times for initialization - SM issues    *
  *                      error message and abends.               *
  *                      Using DFSCMTI to issue error message    *
  *                      requires prechained save areas, which   *
  *                      are not prepared by GJEIFLGX when       *
  *                      error messages are issued for init      *
  *                      and term calls.                         *
  *                      Missing pre-chained save areas          *
  *                      causes 0C4 while executing programs     *
  *                      called by DFSCMTI macro.                *

  * RECOMMENDATION:                                              *

  GJEIFLG8/9/A programs are changed to prepare the pre-chained
  save areas at the beginning for all call types.
  GJEIFLG8/9/A programs are changed to issue error messages
  for wrong init/term calls and continue - not abending IMS.
