  * PROBLEM DESCRIPTION: When OMEGAMON Server subtask PESERVER   *
  *                      is starting with Performance Warehouse  *
  *                      (PWH) enabled and a PE Client is trying *
  *                      to reconnect during the PESERVER start  *
  *                      up phase, the Performance Warehouse     *
  *                      start up might experience an ABEND 582  *
  *                      and fail.                               *

  PROBLEM SUMMARY:
  When OMEGAMON Server subtask PESERVER is starting with
  Performance Warehouse (PWH) enabled and a PE Client is trying to
  reconnect during the PESERVER start up phase, the Performance
  Warehouse start up might experience an ABEND 582 and fail.
  During execution of the PE Client request the Server switches
  the security environment to check the authorization of the
  PE Client user. Depending on the sequences and timing of the
  address space switch the PESERVER subtask PWH might try to
  access data sets while the PE Client user ID is in effect. The
  access to the RACF protected data sets will fail because the PE
  Client user is not authorized.
  
  PROBLEM CONCLUSION:
  When a PE Client reconnects or a PE Client user tries to log on
  or a logged on PE Client user issues a DB2 command, the Server
  switches the security environment to process the PE Client
  requests on behalf of the PE Client user ID. These requests on
  behalf of PE Client users will be serialized to avoid
  interference with the PESERVER subtasks. The code has been
  corrected accordingly.
