Error description

• If the preserve-settings attribute is not set during an
  xmlaccess update, the preferences will be preserved regardless
  of the update.portlet.preserves.config.settings configuration in
  the DeploymentService.properties file.
  

Local fix

Problem summary

• If the preserve-settings attribute is not set during an
  xmlaccess update, the preferences will be preserved regardless
  of the update.portlet.preserves.config.settings configuration in
  the DeploymentService.properties file.
  

Problem conclusion

• If the xmlaccess value for preserve-settings attribute is not
  set, it wrongly overrides the one globally set. Fixed that the
  global value defined by update.portlet.preserves.config.settings
  applies if not explicitly specified differently by xmlaccess.
