APAR status

• Closed as program error.

Error description

• CCF not properly recognizing the keyword if it is not
  the first parameter after the IMS command.
  
  CCF will re-arrange the parameters for database, datagrp and
  AREA
  commands so the keyword is always immediately after the
  command.
  

Local fix

• Rearrange the command so the keyword follows the command, per
  below:
  /STA ACCESS=UP DB X
  to
  /STA DB ACCESS=UP X
