Error description

• Currently, when the DISCARD option is set to 'Y' on the REORG
  option panel, a DISCARD dataset name must be entered and a
  SYSDISC DD is created.  This enhancement will allow the REORG
  utility to be created without a DISCARD dataset and SYSDISC DD.
