Error description

• Abend S0C4 in IPIDBINL+2BC when Fast Path Resource Usage and
  Contention report selected with no FP transactions.
  1. IPIDBINL, the routine that manages IMS PA Binary Lists, does
  not correctly handle lists > 16Mb.
  2. FPIRUC report builds a list of BMP Jobnames for use as the
  Routing Code, extracted from X'37' log records.  When the report
  is requested and there are no FP transactions the table growth
  is unrestricted  (When FP transactions are reported the related
  table entry is deleted at the end of each reportable
  transaction).
