  A certificate chain that contains a cert with a non-critical
  InhibitAnyPolicy extension is not validated by GSKit.
  

Problem conclusion

• Added "SSLAllowNonCriticalInhibitAnyPolicy ON" directive to
  enable toleration of non-critical "InhibitAnyPolicy"
  extensions in certificates.
  
  This fix is targeted for IBM HTTP Server fix packs:
  - 8.0.0.15
  - 8.5.5.14
  - 9.0.0.7
