Error description
When executing batches or commands in "Run Command", outputs in console are garbled. The outputs are in local encoding, like MS932, Shift-JIS in Japanese, GB2312 in Chinese RIT does not handle Asian local multi-byte languages in console output of "Run Command", instead, it seems RIT interprets the stream of bytes fixed as UTF-8 so I think this causes the corruption

Problem conclusion
