Error description

• MSGIIUB046E ITKB OPEN FAILED RC=0008, REASON=0069 may be
  erroneously issued when the status of DBRC RECON1 data set is
  spare.

  *                      REASON=0069 may be erroneously issued   *
  *                      when the status of DBRC RECON1 data set *
  *                      is spare.                               *

  * RECOMMENDATION: Apply the maintenance for this APAR.         *
  ****************************************************************
  When the status of the DBRC RECON1 data set is spare,
  multiple batch jobs run in parallel, and they access the same
  RECON data sets, IMS DBRC API (DSPAPI macro) issued by the jobs
  may return blanks for the RECON1 data set name. When this
  situation occurs, IMS Index Builder passes blanks as the RECON
  data set name to IMS Tools Knowledge Base server. This results
  initialization failure in IMS KB.
  

Problem conclusion

• Code has been changed to fix the errors. IMS Index Builder
  passes RECON2 data set name to IMS Tools KB when RECON1 data
  set name is unavailable.
