Error description
When a TERMINAL STARTED transaction is routed, if there are no target AOR regions available and the PROGRAM specified for the transaction is not installed in the default TOR, the dynamic routing program (DTRPGM) does not get called. The DYRFUNC parameter is not set to a value to indicate that the attempted route of the transaction was not successful. Therefore, this can prevents the DTRPGM from handling the route as needed and may prevent any proper clean up from occurring. This can lead to control blocks becoming orphaned in storage . As an example, when the DTRPGM=EYU9XLOP, CPSM will not be called to clean up the WAOW (WorkLoad Manager AOR Work Element) control blocks residing in the WLM dataspace. This can eventually lead to the WLM maximum data cache limit being reached (message EYUXC0023S). . . . Additional Symptom(s) Search Keyword(s): KIXREVCTC

Problem conclusion
CICS has been changed to call the DTRPGM for task termination when DYROPTER=Y is specified and a dynamic transaction fails to run locally because the initial program for the task is unavailable.
