Error description

• DSP0245I is issued when the status of RECON1 is SPARE and the
  MDALIB is specified only in IMSDALIB DD.

  MAINTAIN allocates the RECON data sets during the takeover
  phase, but the allocation process is partially incorrect.
  When the RECON1 status is SPARE, MAINTAIN does not allocate
  RECON1 and calls DBRC initialization which issues DSP0245I.
  

Problem conclusion

• This APAR modifies the program so that MAINTAIN allocates RECON1
  correctly during the takeover phase when the RECON1 status is
  SPARE and DSP0245I is not issued.
