PI81965: ORF CAN FAIL WITH ICE046A SORT CAPACITY EXCEEDED ERROR FROM DFSORT

Error description

• When not enough memory objects are available on the system
  during runtime, ORF job can fail due to the following error
  from DFSORT:
    ICE046A SORT CAPACITY EXCEEDED - RECORD COUNT xxxxxxxx
  This is because the SORTWK data sets allocated by ORF are not
  enough for DFSORT to complete the sort without using memory
  objects.

• This APAR modifies the program so that, when ORF can estimate
  the sort file size correctly, ORF does not allocate the SORTWK
  data sets but lets DFSORT allocate them dynamically.
