Error description

Processors may be limited by the --cpus option, or by
appropriate settings of both --cpu-quota and --cpu-period
options. These settings may not be visible to the Product
Insights feature, and thus the Available Processors and
Available Processor Minutes metrics may be reported
incorrectly.

The productInsights-1.0 feature does not recognize CPU limits
applied in Linux cgroups data, and instead reports the number of
processors provided by the system for the Available Processors
metric.

Problem conclusion

The productInishgts-1.0 feature has been updated to report the
Available Processors metric based on the Linux cgroups data.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.4 for WebSphere Application Server Liberty and
8.5.5.13 and 9.0.0.6 for WebSphere Application Server.  Please
