An unexpected error occurs during application initialization
when the application is initializing during server start. The
error will depend on what the application does during server
start.

Problem conclusion

In 17.0.0.1 the server was updated to initialize an application
on a separate thread which is scheduled when the application is
started. A problem can occur if the server is shut down while
the separate thread is running if the application initialization
code relies on resources which may become unavailable during
server shut down. To address this the webcontainer code has been
updated to wait for application initialization threads to
complete, for up to 30 seconds, during the server quiesce
period.

Note, prior to 17.0.0.1 this initialization occurs as part of
the first inbound request for the application unless the
webcontainer custom property deferServletLoad is set to false,
in which case application initialization is done as part of
application start. Also note that the behavior when the
deferServletLoad property is set false is not affected by the
change in 17.0.0.1.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
