Error description
If a job is submitted and the job execution fails, the REST URL for that execution may not have been set. When this occurs and the user attempts to retrieve the job log URLs for that execution using other REST API calls, the link provided for the job execution will be incomplete. For example, the response from the REST API at ibm/api/batch/jobinstances/[id] might have the following in the JSON response, which is not a properly formed URL: "href":"/jobexecutions/[id]/joblogs?type=text"

Problem conclusion
Code has been modified so that these links will be generated correctly even when the job execution has failed. The fix for this APAR is currently targeted for inclusion in fix pack 17.0.0.1.
