  * USERS AFFECTED: Users of DB2 Administration Tool for         *
  *                 z/OS who use Change Management               *
  *                 to alter a table to add a foreign key.       *
  ****************************************************************
  * PROBLEM DESCRIPTION: When specifying option 'Run REBIND'     *
  *                      on panel ADB2C11A 'Generate Analyze     *
  *                      Job' or parameter 'run_rebind' with     *
  *                      the Change Management batch interface   *
  *                      set to 'M' or 'A' to analyze a change   *
  *                      and adding a foreign key against a      *
  *                      table, the Batch Restart program        *
  *                      ADBTEP2 will execute REBIND             *
  *                      statements automatically on the         *
  *                      packages/plans that are affected by     *
  *                      the change when the change is running.  *
  *                      After a few packages have been          *
  *                      automatically bound, the change job     *
  *                      starts to bind the same package         *
  *                      and stays in an infinite loop.          *

  * RECOMMENDATION:                                              *
  ****************************************************************
  The Batch Restart program ADBTEP2 will execute REBIND
  statements on packages/plans that are affected by the change
  being run.  After a few packages had been automatically
  bound, the running change job starts binding the same package
  and stays in an infinite loop.
  
  The registered change statement is:
  
  ALTER TABLE >schema<.>tbname< FOREIGN KEY >constraint_name<
     (>colname<)
    REFERENCES >schema<.>tbname<
     (>colname<)
    ON DELETE CASCADE ENFORCED
