Error description

When FileNotFoundException is expected/generated, we should
have a property to ignore the FileNotFoundException and
continue to display the JSP page.

When a JSP page uses the JSTL c:import tag to import a file that
does not exist, the following response is received:
Error 500:
com.ibm.ws.webcontainer.exception.IncludeFileNotFoundException:
SRVE0190E: File not found: /test.htm

Problem conclusion

The JSP container was modified to not send a 500 error code
when the JSTL
c:import tag is used to import an nonexistent file.

To activate this fix the following JVM custom property needs
to be set:

com.ibm.ws.jsp.proceedOnFileNotFoundExceptionDynamicImport:
true / false
(default)

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.43, 8.0.0.13, 8.5.5.11, and 16.0.0.3.  Please
