PI98613: ORF DOES NOT SPECIFY UNIT PARAMETER IN NOTIFY.PRILOG/SECLOG COMMANDS

Error description

• When ORF issues NOTIFY.PRILOG/SECLOG commands, it does not
  specify UNIT parameter. This causes the PRILOG/SECLOG records to
  be created in RECON by using the default value of UNIT=3400.
