Error description
Customer reported some behavior changes related to SOAP attachments when they migrated from tWAS 8.0.0.9 to Liberty 17.0.0.2. In Liberty, the CXF code is adding multipart content-type to SOAP message header, even though the SOAP message does not contain any attachments.

**************************************************************** * USERS AFFECTED: JAX-WS users that migrate applications from * * traditional WebSphere to liberty. * **************************************************************** * PROBLEM DESCRIPTION: The multipart Content-Type header was * * included in SOAP response message. * **************************************************************** * RECOMMENDATION: * **************************************************************** When a JAX-WS application is migrated from WebSphere traditional to Liberty using the jaxws-2.2 feature, the Web services application may send a SOAP response message with a multipart Content-Type header. This does not cause any external problems, but could be observed by manually inspecting the HTTP headers.
Problem conclusion
