Error description
In Cognos 8.4 FP1, following the guide from Cognos 8.4 BI Administration and security Guide and editing the system.xml file under c8\templates\ps\portal directory. Add xml fragments: <param name="ui_hide"> <CC_TOOLBAR_BUTTONS_add_portet show="Administrators"/> <!-- Add a portlet to custom portal pages --> under <system> tag; then restart the c8 service. Client expected the regular users will not able to add on the portlet after logging in; however, it did not work properly; users can still add portlet and edit layout.
