Error description

• Staging web module updates with ReleaseBuilder
  containing portlet removals may result in the following error:
  
  EJPXA0057E: Action delete is not allowed for servlet resources.
  
  ReleaseBuilder detects that fewer <servlet> tags are in the
  newer release export, and the generated delta script contains a
  <servlet action="delete"..> tag. Importing this script causes
  the following exception due to a too restrictive sanity check:

Local fix

Problem summary

• In ReleaseBuilder scenarios that staged web module updates
  containing a portlet removal, the following error was
  encounterd: EJPXA0057E: Action delete is not allowed for servlet
  resources.
  ReleaseBuilder detects that fewer <servlet> tags are in the
  newer release export and the generated delta script contains a
  <servlet action="delete"..> tag. Importing this script caused
