Problem conclusion
Changes to JSP, HTML, graphic and non-Java files Any changes that you make to your JSP, HTML, GIF, JPG, or a similar resource file; when you save the file while the server is running, you must publish the application on the server. Issuing a publish is especially important if changes to the resource file is a linked resource, which are files or folders that are stored in locations in the file system outside of the workspace. The reason is because changes to linked resources cannot be detected by the workbench or the server as the changes happened outside of the workspace. To publish the application on the server, if the Automatically publish when starting servers check box (available from Window ? Preferences ? Server ? Launching page) is enabled, you can wait for the automatic publishing interval to pass. However, if the Automatically publish when starting servers check box is clear, you must manually publish your application (right-click the server in the Servers view and select Publish). After a publish is complete refresh the Web Browser for the server to recognize the changes. The state of the application should not be lost. Tip: At anytime during your development, if you notice your changes to a static resource is not updated on the server and the Automatically publish when starting servers check box is clear, try running a manual publish by right-click the server in the Servers view and select Publish. After the publish is complete, refresh the Web browser and the changes should be updated on the server.
