PK65957: HALDB PARTITIONS REMAIN STOPPED AFTER REORG WITH ORF

Error description

• Description:  When reorganizing HALDB partitions, the partitions
  did not get started again.  The stop flag was not set
    at the time of the NOAUTH as we were on the temporary RECON.
    HRFOREO8 did not turn it on when it set the NOAUTH after we
    switched back to the original recon.
