PM17075: IMPROVE COMMUNICATION BETWEEN ORF AND HPIC

Error description

• This APAR will address two issues:
  - Improve communication between ORF and HPIC when ICEIN DD is
    not specified.
  - ABEND013 when using IC4 but not the other HP utilities.

  This APAR is correcting the following problems:
  1.Abend 013 when using IC4 but not the other HP utilities
  Explanation: The test for HPUL and HPLD sets the "do not use
  tools" flag.
  However, with ICEIN specified, no SYSIN was provided. HPIC then
  fails when called using the DFSUDMP0 mode.
  2.Pointer checker specified, but not included in steplib. HPIC
  then returns a RC4.  ORF inteprets this as error.
  3.Enhancement: Communication between HPIC and ORF have been
  improved.
  

Problem conclusion

• The following changes have been made for the above:
  1.HRFOREO6 was changed to check for the "HPIC available" flag.
  2.HRFOREO0 was changed to set PTRCHECK(N) if pointer checker
  is not included in steplib.
  3.ORF now signals to HPIC that it is running under ORF. This
  was not done when ICEIN was not used.
