PM10971: REPORT COMMAND FAILS WHEN PLAN TABLE OWNER NAME HAS SPECIAL CHARACTERS

Error description

• Using DB2 Path Checker interactively, via the Panels, the Report
  command fails when the Plan_Table Owner's name contains special
  characters that are not translated correctly.  For example,
  x'7C7C'ERID.PLAN_TABLE does not generate a Report whereas
  USERID.PLAN_TABLE does.
