Error description

• BMP "no JCL change" usermod has been installed.
  IMS SVC initialization failed.
  Other symptons are abend 306-C
  

Local fix

• Add DFSRESLB to the JCL.

  BMP "no JCL change" usermod has been installed. IMS SVC
  initialization failed. Other symptons are abend 306-C.
  DFSRRC00 has been replaced by the usermod. It has now AC(1).
  When the parm string is not BMP, the APF authorization is
  released. This causes the above error when DFSRESLB is not in
  the JCL.
  Circumvention:
    Add DFSRESLB to the JCL.
  

Problem conclusion

• Code has been changed to only reset AC(1), but not
  the APF authorization of the library.
