Stored procedure used in Framework Manager model does not re-execute when the Cognos report is rerun for new parameter values

Resolving The Problem

First when creating the prompt in Report Studio, make sure that the same Parameter name is used as defined in the Stored Procedure. Using prompt macros to provide the parameter values to the stored procedure resolves the problem.
