Cognos Analytics Query Studio type-in filter Insert button does not work

Problem

In Cognos Analytics 11.0.7 the type-in filter Insert button is not working when creating or modifying a Query Studio report. The same problem occurs for Query Studio reports upgraded from Cognos BI 10.2. The Insert button does not do anything when it is clicked when using Internet Explorer 11 and when using the F5 gateway load balancer. The issue does not occur using Firefox.

Resolving The Problem

In Internet Explorer 11 go to Tools > Internet Options > General tab > Settings > Temporary
Internet Files and select "Every time I visit the webpage".
