Error description
When you syncronize IBM Rational ClearCase element versions from zOS to AIX, during the codec translation from 1388 to 5488, there are some special Chinese characters, such as '$' that appear as ?? after the merge operation. Once the versions are uploaded using the TSOC client, they will also appear as ??. WORKAROUND: None

That caused the problem that the Unicode service can not be customized. In CEB , both the file name and file content have the $ sign. They want the $ to be converted to the same $ in AIX Chinese languages.
