Problem

Getting the following error when trying to sign into GUI. javax.management.RuntimeMBeanException: org.apache.openjpa.persistence. PersistenceException: ORA-28001: the password has expired

Symptom

Getting the following error when trying to sign into

Cause

The password for the Control Center's database userid has expired.

Resolving The Problem

Error for Control Center's engine log:
javax.management.RuntimeMBeanException: <openjpa-2.4.0-r422266:1674604 fatal general error> org.apache.openjpa.persistence. PersistenceException: ORA-28001: the password has expired

The error is about the dbuser that is defined for Control Center.  Go into the Control Center/conf directory. 
Look at the InstallationInfo.properties file for the COGNOS_CONFIGURATION_USERIDand the CCENTER_DBUSER.  These values might or might not be the same.  These userids are the ones used by Control Center to logon to Oracle.  Update the password(s) for the users), then run configCC.sh to update them in the Control Center
