Error description
Cross-cell invalidations only work for the baseCache cache instance.

Only cross-cell invalidations in the baseCache work.
Problem conclusion
The correct cache instance name will now be populated in the cross-cell invalidation messsage. The fix for this APAR is currently targeted for inclusion in fix packs 7.0.0.21 and 8.0.0.1.
