PM40799: ORF DBR'S TOO EARLY WHILE A BMP IS STILL THERE.

APAR status

• Closed as program error.

Error description

• A BMP was started but did nothing during the
  APPLY phase.  ORF detected no changes whatsoever
  and tried to DBR the DB.  That failed, and the
  Takeover phase got allocation error due to the failed
  DBR.
