Error description

• Program Restart Facility does not set return code 0 on CHKP
  calls that are bypassed due to the bypass checkpoint option.

  calls that are bypassed due to the bypass checkpoint option.
  Cobal programs that do not set the return code after issuing a
  CKPT call that is bypassed will have the invalid return code
  propagated to the job step return code.
  

Problem conclusion

• Update Program Restart Facility to set return code 0 on all
  CKPT calls.
