Error description
Portlet Load Monitoring does not reduce the request counter if a portlet request ends because the portlet throws an exception. In consequence the request counter is not correct and Portlet Load Monitoring may erroneously block portlets. As another issue, Portlet Load Monitoring may block a portlet request (e.g. a render request) even when a preceding portlet request (e.g. action request) during the same client request ended successfully without being blocked.

Problem conclusion
Portlet Load Monitoring is changed to reduce the request counter if a portlet throws an exception. In addition Portlet Load Monitoring notices if a portlet request ends successfully (i.e. without being blocked) and does not block subsequent portlet requests during the same client request.
