PM20898: BMP WITH PAUSE LOGIC DOES NOT START BECAUSE THERE IS A PAUSE PENDING AND NO ORF JOB IS ACTIVE

Error description

• BMP with pause logic does not start because there is a pause
  pending and no ORF job is active. This occurs for HALDB DB's
  only.

  * PROBLEM DESCRIPTION: BMP has the PAUSE logic installed. It   *
  *                      does not get started because of a       *
  *                      pending PAUSE request. However, there   *
  *                      is no ORF job active.                   *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  This happens with HALDB DBDs only. A previous ORF job for all
  partitions abended. It was in a state that the PAUSE request
  had already been issued. The abend causes the XCF group exit
  in the CTL region to detect a lost connection and remove the
  PAUSE request. It failed to recognize "all partitions". The
  pause signal did not get cleared up. This will then have the
  BMPs waiting for the PAUSE request to go away.
  

Problem conclusion

• Code has been added to recognize that all partitions
  have been requested.
