Error description

• ABEND0C4  REASON CODE=0000003B in HAA#PRSE may occur in the job
  step that captures run time statistics. This can occur when the
  'Capture run times for Load Balancing' job option is set to 'Y'
  and the generated job is executed.
  OFFSET x'527'
  high order fullword contained non-zeroes (64-bit address) but
  the storage we were acting on is below the bar (31 bit address)
  

Local fix

• Set the 'Capture run times for Load Balancing' job option to 'N'
  and regenerate job.
