Problem conclusion
The problem was caused because although Tester evaluates the contents of tags at test-compilation time it did not check if the tag's value referred to a valid file. From Rational Integration Tester 8.5.1 a check is made to see if the file exists. If it does not then the test will immediately fail and an appropriate warning is shown to the user.
