Error description

• ORF creates an ALLOC record even on a DBDS which has not been
  updated during the reorganization. This causes the RECOV NEEDED
  flag to be turned on by the DBRC cleanup process, which is
  triggered by NOTIFY.IC command or by CLEANUP.RECON command.

Problem conclusion

• This APAR makes the following changes.
   - Temporary RECON data sets are created not only for HALDB but
    also for non-HALDB
   - IMS batch program that applies the captured log records to
    the shadow data sets is run with DBRC=Y
   - ALLOC records are created only on the updated data sets
  
  Since temporary RECON is now used for non-HALDB, the HRFSETOP
  parameters which are related to temporary RECON allocation must
  be set properly even when you are not reorganizing a HALDB
  database.
