Error description
When using ClearTeamExplorer with the OSLC over SQUID UCM integration, the following error may occur: 'CRMSV1162: Unable to complete deliver.' Due to the way the UCM/CQ Web Integration works, each request to OSLC was being sent individually. With a non-web connection, some requests are sent at the same time and committed as one action (in CQ). The problem occurs when the 'Transition to Complete' policy is enabled on a CQ-enabled UCM project. This policy transitions the CQ record to the complete state and clears the ucm_view field. In the customer's CQ schema, modify actions are not allowed once the CQ record is in the complete state (undesired/unexpected). With the non-web integration, the complete transition and the view set are committed at the same time (desired/expected). With the web integration, the actions are committed separately. The fix will combine the two requests into one to match the functionality of the non-web integration. The problem begins occuring in CQ8 with the introduction of the ClearTeamExplorer.
