Answer
No. getOrderReleaseDetails API does not honor yfs_payment.charge_sequence.
If <PaymentMethods/> element is being used in the extended output template of getOrderReleaseDetails API, Payment method sorting will be based on the query output (how records are read from db) rather than the charge_sequence values in yfs_payment.
