  DB2 Administration Tool for z/OS generates an incorrect LOAD
  library for ADBTEP2 which does not contain a ADBTEP2 module in
  the target job when specifying 'YES' for option 'Use
  customization settings for Admin libs' on panel ADB28M during
  a migration, and the following error message occurs when
  executing the target job:

Problem conclusion

• The program has been modified to generate the correct LOAD
  library for the target ADBTEP2 step in the following cases:
  
  1. When specifying 'NO' for option 'Use customization settings
  for Admin libs', Admin Tool will use the first data set that
  contains module ADBTEP2 from the source LOAD libraries for the
  target ADBTEP2 library.
  
  2. When specifying 'YES' for option 'Use customization settings
  for Admin libs' and the value customized in column ADMLLIB
  against the specified target SSID from the customization table
  is not blank, Admin Tool will use the first data set from the
  LOAD libraries customized in ADMLLIB for the target ADBTEP2
  library.
  
  3. When specifying 'YES' for option 'Use customization settings
  for Admin libs' and the value customized in column ADMLLIB
  against the specified target SSID from the customization table
  is blank, Admin Tool will use the value from column ADMLLIB
  against the general DB2 subsystem * for finding the target
  ADBTEP2 library. As stated in case 2, the first data set from
  the LOAD libraries customized in ADMLLIB against DB2 subsystem
  * will be used for target ADBTEP2 library.
  
  4. When specifying 'YES" for option 'Use customization settings
  for Admin libs' and the values customized in column ADMLLIB
  against the specified target SSID and general DB2 subsystem *
  are both blank, as a default value, Admin Tool will use the
  LOAD libraries from the source for the target.  In this case,
  the first data set that contains module ADBTEP2 from the
  source LOAD libraries will be used for the target ADBTEP2
  library.
