  * PROBLEM DESCRIPTION: This APAR fixes the following problems: *
  *                      1. Extra storage area above 16MB line   *
  *                      is obtained even if the parallel index  *
  *                      sort mode is not requested.             *
  *                      It should be obtained only when the     *
  *                      PSORT option is specified on the        *
  *                      MAXTASKS control statement.             *
  *                                                              *
  *                      2. Index sorts are started too early    *
  *                      when BLD_ILDS,BLD_SECONDARY and         *
  *                      'MAXTASKS 2' are specified under DRF.   *
  *                      In the IIUSCA11 scan process for the    *
  *                      BLD_ILDS process, the IIUSRTxx sorts    *
  *                      cannot obtain enough sort work          *
  *                      resources.                              *

  *                      3. Under DRF, when the index source     *
  *                      segment of a secondary index does not   *
  *                      have a physical parent pointer and      *
  *                      'MAXTASKS 2' is specified, any          *
