  This APAR fixes the problems that are found during the ORF 1.3
  test and are applicable to ORF 1.2
  

Problem conclusion

• This APAR fixes the following problems in the cleanup process,
  which runs after a reorganization job fails.
   - After a HALDB reorganization fails, an extra CHANGE.DB AUTH
    command is issued.
   - After an index reorganization fails just before the Takeover
    phase, a /STA command fails with HRF01538E message.
